Lake Havasu City is a planned community, laid out by Robert McCulloch in the 1960s and built out in waves ever since. The desert here does not absorb water well. Caliche and rocky decomposed granite soils on the hillsides shed monsoon rain instead of soaking it up, so a July or August downburst can turn the city's natural washes into fast-moving channels within minutes and push silt-heavy runoff into garages, courtyards, and ground-floor rooms on the downhill side of a lot. Monsoon storms also bring microburst winds strong enough to lift concrete tile, tear flashing, and drop palm fronds and debris onto roofs, and a small opening often only shows up as a ceiling stain after the next storm.
